Representatives of the Pennsylvania Housing Finance Agency, HUD, the Chester County Board of Commissioners and Caln Township Board of Commissioners gathered to celebrate the grand opening of a new rental community.
Designed by Donovan Architects, the Willows at Valley Run features both market rate and affordable income restricted rentals located along East Lincoln Highway in Caln Township, Chester County, Pennsylvania.
The community consists of 120-units among six buildings, and was constructed in two phases. Each phase offers residents one-, two- and three-bedroom floor plan layouts. Construction of Phase One began in October 2022, and was completed in November 2023. Leasing for Phase One began in 2023 and was completed in early 2024. The construction of Phase Two began in May 2023 and wrapped up in August 2024. The last two buildings of that phase are currently being rented and are projected to be one hundred percent occupied by the end of September, 2024.
The apartments include plank flooring, large windows, fully-equipped kitchens, modern appliances, islands or breakfast bars, washers and dryers, and a patio or balcony. The community is pet-friendly and has complimentary off-street parking for residents. The community features active and passive recreation, including a playground and a basketball court. The Willows at Valley Run is designed to Passive House standards for optimal sustainability and energy efficiency. It has also received the LEED Gold certification.
Additionally, the community building offers residents a lounge, fitness center, and offices for supportive service staff, management and maintenance. The majority of the rentals fall under the LIHTC program, with rent ranging between 20-60% of area median income for Chester County, as well as a portion of rentals for those with disabilities.
Located conveniently off Route-30 in Caln Township, The Willows at Valley Run is sited in the heart of a thriving retail corridor – with numerous shopping centers, dining options, medical facilities, and recreation destinations within a few miles. Commuters also have easy access to the SEPTA Thorndale rail station a mile away and a number of major road thoroughfares.
